The Crisis In Ukraine

Since the war in Ukraine began, several countries around the world have tried to apply aid to those fleeing.

Though Canada is thousands of kilometres away from the conflict, our country has been assisting in various ways. Last week Sean Fraser, the Canadian Immigration Minister, introduced the Canada-Ukraine Authorization for Emergency Travel Program.

With Canada specifically, BC, being home to a very large population of people from Ukraine this program is extremely important in helping loved ones. Immigration lawyer Marvin Geekie and Paralegal Carly Perryman discuss the program and explain finer details and how FH&P Lawyers are helping.

Marvin Geekie: I'm Marvin Geekie, a lawyer at FH&P, and joining me today is Carly Perryman a paralegal with FH&P Lawyers in the Immigration department — thanks for joining me today Carly. There has been a lot going on in the world this last little while. And what is going on in Ukraine is particularly terrible. It is hard to watch the news, even though it is hard to take your eyes off of it.

Carly Perryman: Yeah, it is really tragic, Marvin.

Marvin Geekie: There are lots of countries around the world that have been reaching out to help Ukraine and of course, Canada is one of them. It has been heartwarming to see many in our own communities reaching out to help as much as they can.

Carly Perryman: I know there has been a lot of fundraisers happening in our community and people opening their homes to displaced ones. It is nice to see how we can all come together for a common cause.

Marvin Geekie: A little bit earlier this month, on March 17th, Canadian Immigration Minister Sean Fraser announced the launch of the Canada-Ukraine Authorization for Emergency Travel Program.

Carly Perryman: Yes, the CUAET as they refer to it. It is an accelerated temporary residence pathway for Ukrainians that are fleeing war.

Marvin Geekie: You have to love those little acronym things. So, these only apply for three-year open work permits at the same time as a visitor visa application that will allow them to come to Canada and work.

Carly Perryman: The good thing is that there is also expedited processing. It is a 14-day processing time from the time that they submit the Temporary Resident Application. They are also they are going to be waving those processing fees.

Marvin Geekie: That is really nice. And many other regular requirements are being waived as well so that people can come here quickly — such as the ones that need medical screening. For those that don't have a valid passport, Canada has issued a single journey travel document on a case-by-case basis, if appropriate.

Carly Perryman: There is also a website for Canadian employers in Canada who wish to offer jobs to Ukrainians. It is called “Job Bank for Ukraine” and they are going to work with the local organizations and employers to connect them with Ukrainians who want to work in Canada.

Marvin Geekie: The goal is definitely to get the people that are, obviously, in a bad situation, onto their feet so that they can at least get some work in Canada.

Carly Perryman: I think at this point, the goal with the program is that it's a temporary solution. Who knows, maybe some of those will want to go back home if they're able to do so, so the three-year work permit is going to allow them to stay here at least to get on their feet, and then potentially there may be opportunities for them to stay in Canada long term.

Marvin Geekie: Let's hope for those that want to go home, that opportunity presents itself rather quickly. In the meantime, our Firm is very willing and able to help Ukrainian nationals, either those that are still in Ukraine or have been evacuated to other countries like Poland, to come to Canada.

Carly Perryman: We're actively working to bring some families from Ukraine right now and putting those resources in place. One of the things we offer is that we have Ukrainian-speaking staff at the Firm, so it makes it so much easier to communicate. And we are personally invested because we have people that are actually from Ukraine.

Marvin Geekie: I think it's also important to note that these special measures, most recently announced, are also for Ukrainian nationals already in Canada as temporary residences.

Carly Perryman: We know that, especially in our area, we have a lot of international students and temporary foreign workers, so those from Ukraine can extend their status in Canada along with their families, who can also stay.

Дуже багато речей відбувається зараз у світі, а те, що відбувається в Україні зокрема, це жахливо. Важко дивитись новини, проте відмовитись від перегляду новин теж важко.

Карлі: Так, це дійсно трагедія, Марвін.

Марвін: Багато країн світу допомагають зараз Україні і звісно ж Канада є однією з них. Дійсно приємно бачити як багато людей у нашій громаді допомагають чим можуть.

Карлі: Я знаю, що нашою громадою неодноразово був організований збір коштів для допомоги Україні, і також люди також готові прихистити біженців. Приємно спостерігати як ми всі об’єдналися задля досягнення мети.

Марвін: Трохи раніше цього місяця, 17го березня, Міністр Еміграції Канади Шон Фрейзер анонсував запуск програми Канада-Україна Авторизація Програми для Екстрених Подорожей (Canada Ukraine Autorization for Emergency Travel).

Карлі: Так, як її називають CUAET. Це прискорене тимчасове рішення для українців, які потерпають від війни.

Марвін: Тобі подобаються скорочення. Отже, ця програма розрахована лише на 3 рокию Вона передбачає надання відкритого дозволу на роботу одночасно з гостевою візою, що дозволить українцям прибути до Канади і працювати.

Карлі: Позитивним моментом є те, що дані заявки розглядаються прискорено. Весь процес триває 14 днів з моменту подачі заявки на тимчасове перебування. Також скасовано всі обов’язкові платежі, тобто процес є безкоштовним.

Марвін: Це дуже добре! Також скасовано багато інших вимог, наприклад, медичний огляд. Для тих хто немає паспорту, Канада видає єдиний проїзний документ для кожного окремого випадку за необхідності.

Карлі: Також є веб-сайт для канадських роботодавців у Канаді, які бажають запропонувати роботу українцям. Він називається «Банк вакансій для України» (Job Bank for Ukraine). Метою є співпраця з місцевими організаціями та роботодавцями, щоб зв’язати їх з українцями, які хочуть працювати в Канаді.

Марвін: Мета, безумовно, полягає в тому, щоб допомогти людям які є в очевидній складній ситуації, піднятись, щоб вони могли хоча б отримати роботу в Канаді.

Карлі: Я думаю, що на даний момент це тимчасове рішення. Хто знає, можливо, деякі з них захочуть повернутися додому, якщо вони зможуть це зробити, тож трирічний дозвіл на роботу дозволить їм залишитися тут принаймні для того, щоб стати на ноги, а потім потенційно можуть з’явитися можливості для них залишитися в Канаді на тривалий термін.

Марві: Будемо сподіватися, що для тих, хто хоче повернутися додому, ця можливість з’явиться досить швидко. Тим часом, наша фірма бажає і має змогу допомогти громадянам України, які ще перебувають в Україні, або були евакуйовані в інші країни, наприклад, Польщу, приїхати до Канади.

Карлі: Ми активно працюємо над тим, щоб привезти кілька сімей з України прямо зараз і використовуємо для цього наявні ресурси. У нашій фірмі є україномовний працівник безпосередньо з України, що значно полегшить спілкування з українцями.

Марвін: Я думаю, також важливо відзначити, що усі ці спеціальні заходи, оголошені нещодавно, також стосуються громадян України, які вже перебувають у Канаді як тимчасові резиденти.

Карлі: Ми знаємо, що, особливо у нашій місцевості, є багато іноземних студентів та тимчасових іноземних працівників, тож тимчасові резиденти з України можуть продовжити свій статус у Канаді разом зі своїми сім’ями, що також можуть залишитися.
