Economic Immigration is one of the primary pathways to becoming a permanent resident of Canada. It is designed to attract skilled workers, entrepreneurs, and graduates who can contribute to the growth and success of the Canadian economy. The programs are targeted to help fill labour market shortages and support community development across Canada. From Express Entry to Provincial Nomination and pilot projects, economic immigration offers multiple routes for qualified applicants. Understanding the requirements, application process, and benefits of each stream is key to choosing the right path. Express Entry

Express Entry offers skilled immigrants a pathway to permanent residence; it is an online Canadian immigration system designed to manage the applications of skilled workers who want to become permanent residents in Canada.

A candidate can submit an expression of interest or profile to Immigration, Refugee and Citizenship Canada (IRCC). Each candidate is assigned a Comprehensive Ranking Score (CRS) out of 1,200. The top-ranked candidates are then selected by IRCC based on their score to apply to become a permanent resident. IRCC also conducts targeted draws to select applicants based on the type of job and language skills.

Selection factors include but are not limited to:

  • Your skilled work experience
  • Your age
  • Your language ability
  • Your education
  • Your work experience
  • Your Canadian job offer

There are three (3) categories within the Express Entry program:

  1. Canadian Experience Class
  2. Federal Skilled Worker Program
  3. Federal Skilled Trades Program


Provincial Nomination

The Provincial Nominee Program (PNP) allows Canadian provinces and territories to nominate individuals interested in immigration and settling in their respective locations. In British Columbia, the BC Provincial Nominee Program (BCPNP) enables the province to nominate individuals who will support governmental priorities, meet BC’s labour market needs, and help grow the economy.

If you are nominated by BCPNP, you can then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence in Canada.

How can you qualify for BCPNP? There are three different categories you can apply under:

  • Skills Immigration
  • Express Entry BC
  • Entrepreneur Immigration

British Columbia prioritizes occupations in Health Care, Childcare, Construction, Technology and Veterinary Care as well as entrepreneurs with business ideas who are willing to relocate to specific communities in BC and/or will make a significant positive impact on the Canadian economy and labour force.

To qualify for a BCPNP nomination, you must first calculate your Skills Immigration Registration System (SIRS) score. SIRS is a point-based system which helps BCPNP to prioritize candidates who have demonstrated the necessary skills to support the province’s economic growth.

Your SIRS score is based on a variety of things, including your offer of employment, language ability, wage against BC’s labour market needs, education, and location in BC. There are a total of 200 available points under SIRS – 120 is for economic factors, whereas 80 is for human capital.

Once you have created a profile, you will be entered into the pool for selection to apply. Draws are held regularly, depending on the needs of the province. The highest-ranking candidates are then invited to apply for a BCPNP nomination.

Canada implements temporary, targeted initiatives designed to address specific regional, economic, or humanitarian needs. These pilot programs often serve as a testing ground for implementing long-term policies.

In 2025, these include the following pilot programs:

  • Rural Communication Immigration Pilot Program
  • Agri-Food Immigration Pilot
  • Home Care Child Provider and Home Care Support Worker Pilots
  • Economic Mobility Pathways Pilot (EMPP)
  • Francophone Pilot Programs
  • Technology Pilot Programs
