Canada Immigration Targets for 2022

Recently Immigration, Refugee & Citizenship Canada (IRCC) announced an increase to the targets for permanent residency in Canada under the Immigration Levels Plan 2022-2024.

Federal Immigration Minister, The Honourable Sean Fraser, announced that Canada will invite 431,465 to apply to become permanent residents in 2022. IRCC has also increased the targets for 2023 to 447,055 and 451,000 in 2024.

To ensure Canada has workers to fill critical labour market gaps and support a strong economy in the future, the 2022-2024 Immigration Levels Plan aims to continue welcoming immigrants at a rate of about 1% of Canada’s population.

The Provincial Nominee Program (PNP) is the mainstream for achieving permanent residency in Canada as our country continues to focus on supporting temporary workers and international students already here. IRCC has paused the Express Entry streams for Skilled Workers at this time until they work through the backlog of applications. They will continue to work through and invite those qualified for Express Entry permanent residency under the PNP class. These draws are continuing on a bi-weekly basis.

As of February 1, 2022, there is a backlog of over 1.3 million immigration applications due to the slowdowns during the COVID-19 pandemic. To remedy this, IRCC has also announced a plan to modernize Canada’s immigration system to support economic recovery and improve client experience. These improvements include investing in additional support staff, digitizing application processes and relocating work among immigration offices.

IRCC has recently launched a new online portal to process Permanent Residency applications and Citizenship Applications in Canada, and a new Permanent Residence Application Tracker for spousal sponsorships.
